Policies, Procedures and Guidelines

Policies

What is a Policy?

A policy is a formal statement of standards and principles that establish an organisation’s position in relation to decision-making.

What is the purpose of a Policy?

A policy is designed to influence, set the boundaries and help determine the course of action (decision) that an organization will take in specific circumstances.

What is a Policy Statement?

A policy statement is a formal declaration that outlines the ways in which an organization intends to conduct its affairs and act in specific circumstances or, it is a statement of purpose, outlining why the organization is issuing a policy, and what the desired effect or outcome of the policy should be.

Who determines Policy?

Depending on the subject matter of the policy and the peculiar circumstances of each organisation, policies are determined by the governing body of an organisation or the executive.

What is a well written Policy?

A well-written policy has a definite purpose; is easily understood; is written in plain, jargon-free language; is guided by international best practice; is linked to and supports the vision, mission, long-term goals and strategy of the organisation; is consistent with the governing legislation and the values of the organisation; ensures uniformity and consistency in decision-making and operational procedure; obviates delays; fosters stability and continuity; is flexible and can adapt to change; is suited to the culture of the organisation; provides a framework for business planning; assists in assessing performance and establishing accountability; clarifies roles and responsibilities; is developed through consultation and communication with all the affected parties; and is monitored and periodically reviewed to ensure ongoing relevance and fitness for purpose.

What is a Basic Policy Structure?

A basic policy structure includes information about

  • Application: Describes to whom the policy or procedure applies
  • Purpose: Sets out why the policy is in place and its aims
  • Sanctions: Sets out how breaches of the policy will be sanctioned
  • Advice: Outlines what support will be provided either directly or indirectly
  • Review process: Includes the date of issue and date for review

Procedures

What are Procedures?

Procedures are the specific methods employed to express policies in action in day-to-day operations of the organization. Each procedure will outline who will do what, what steps they need to take, and which forms or documents to use (who, what, when and how).

What is the purpose of Procedures?

The purpose of procedures is to ensure consistency in the implementation of policy. They are designed to help reduce variation within a given process. Clearly stating the purpose for a procedure fosters cooperation or compliance, and it instils a sense of direction and urgency in those to whom they apply.

How do Policies and Procedures complement each other?

Together, policies and procedures ensure that a point of view held by the governing body or the executive of an organization is translated into steps that result in an outcome compatible with that view. Policies and procedures will vary between organisations because they reflect the values, approaches and commitments of a specific organisation and its culture. They however share the same role in guiding the organisation.

Policy Framework

What is a Policy Framework?

A Policy Framework comprises overarching principles, procedures and guidelines used for the development and review of organisational policies

What is the purpose of a Policy Framework?

The purpose of a policy framework is to articulate principles that underpin all activities relating to policy formulation and review; ensure that policies are developed, approved, applied and reviewed consistently; and provide a single point of reference for information relating to policy development and review.

Guidelines

What are Guidelines?

Guidelines are advisory and explanatory documents that guide policy users on policy application or implementation.

What is the Purpose of Guidelines?

Guidelines are aids in interpreting and applying policies and procedures.

Unless otherwise stated, guidelines normally do not have the force of establishing rights, requirements and responsibilities.
